Tournament Rules, Regulations and Winners (Updated 4-2-08)
General Policies
Cheating:
Any player caught cheating after proper disputation and due examination, will suffer SEVERE penalties. Cheating is completely and utterly inappropriate and will not be tollerated under any circumstances. First time offenders will be awarded with a 3 LAN tournament suspension on ALL TOURNAMENTS REGARDLESS OF WHAT GAME THE INFRACTION WAS OBSERVED. This means that violators will not be allowed to participate in ANY Whempys sanctioned tournaments for THREE CONSECUTIVE PARTIES. This does not mean that one can wait three months and return ready to play... you will be barred from participating in tournaments for the next 3 parties you attend. At the end of this probation period, you will then be able to appeal the decision, plead your case, and after proving that you do not intend to cheat again you will be allowed to participate. REPEAT OFFENDERS: The first offense is your last chance. If you are caught cheating a second time, you will be ejected from all future tournaments at the discretion of the tourney admin, and after the third offense you will be black listed and barred from attending the LAN all together. Keep in mind that screen hacking will be treated as a form of cheating. If you are caught screen hacking, you will be ejected from the match but allowed to participate in the rest of the tourney, so long as you are not caught again. The deal is that you may continue to participate but if your team wins the tourney you will not be accredited for the win. Your name will not be recorded, you will receive no prizes, and you will be excluded from the photo taking. CHEATING IS NOT WORTH IT! DON'T CHEAT AND NONE OF THIS WILL APPLY TO YOU!
Sportsmanship:
This should go without saying, but in the past I had problems with this. Everyone, and I mean EVERYONE, will exhibit the highest standards of character and sportsmanship in the tourney AT ALL TIMES. Anyone who is caught expressing insults, racist remarks, shit talking, team killing because you're angry with someone on your team, or general disrespect to any of the players, admins, or server moderators during the game will be severely punished. In the case that the offending player is guilty of violating these rules during the match, the player will be ejected from the tourney and the team will have to make do. The captain will however reserve the right to recruit another member from the party to fill the space of the offending player. I am not discouraging a little friendly shit talking outside of the match, as we should feel we are among friends, but be judicious about it... do not hound other players to the point that their Whempys experience is hindered. Any player in gross violation of the rules of respect will face the punishment of being ejected from the remaining matches of the tourney. The tournament administrator reserves the right to further penalize gross violations of the sportsmanship rules by suspending the player's privelage to participate in the tournaments for the next LAN.
Tourney Signup:
1. For games that are heavily dependent on team ballance such as CS:S, teams will be divided equally regardless of the total amount of players signed up.
2. If there are players left over after the divying up of teams and would result in the positive imbalance of a few teams (ie. one or two teams having 1 extra player), the players at the bottom of the list will be dropped. If there are enough left over players that can make a team with a -1 disadvantage, they can still play with the disadvantage if they would like, or try to find an extra man.
3. Those who are dropped will be allowed to find extra players to join the tourney and the TA will make the adjustments accordingly.
4. If the extra players can't find anyone, they will be given head of the line privelage at the next party and will have a reserved slot at the next party regardless of sign up time.
5. There will be a sign up cut off time for every tournament, and a last call will be made by the TA. If you really want to be in a specific tournament, check the time it is scheduled in the announcements and be at the party 30 minutes prior to the start. After the cut off time, the TA cannot guarantee participation in the tournament.
6. Players *MUST* rank themselves on a sign up sheet on a scale of 1-10, 1 being n00b and 10 being god (Nemsis at UT2k4). Honesty is the best policy... liars will be identified and pointed out in the future. DO NOT LIE TO ME!
7. Player handles in game must, MUST, ***MUST***, match the handles which they signed up under in some way. For example, if you sign up as "Douchebag," and your in-game handle is something like "[SE]Douchebag-da_bomb," then that is acceptable. If you sign up as "Mike," and your handle is "I dig pr0nzorsxors," that is not acceptable. The monitor needs to be able to quickly identify that the right players are in the right servers. If this means changing your handle then so be it. Or, just sign up under whatever your actual handle is.
I. If the monitor is not able to identify a player in the server, the monitor will warn that player to change his handle to reflect his sign-up handle immidiately. This will be done ASAP. If the player refuses to change his handle, he WILL be booted from the server and will not be able to participate any further in the tourney until he changes his handle.
Dropping out of Tourneys:
1. You must come and find me 30 minutes prior to the start of a tournament and notify me that you wish to be removed from the list in order to avoid penalization. Those who fail to notify me will be suspended from that tournament for one party (the next party you attend). It will only be for those tourneys you abandoned.
2. If you are not PRESENT WHEN I ANNOUNCE THE TEAMS AT THE PRESCRIBED START TIME YOU WILL RECEIVE THE SAME CENSURE. This means if I call a name and someone says, "he's at the gas station," or you are in disposed other than being in the shitter, you will be suspended from that tourney for the next party you attend. I am REALLY easy to find at the party. I am almost always at the front table. If I get a team who tells me that they don't have all their players and I find out that you were off the premises doing something when you KNOW you should have been ready to go, I will bring down the hammer.
Further Notes for Consideration
Changes or Admendments to Policies:
All of these policies are by no means set in stone. They are all subject to change to meet the needs of the Whempy's LAN Community. Some rules that involve certain game mechanics such as round time, buy time, and match type (team or GG for example) can be changed through a somewhat easy process. The process is as follows:
1. Send a personal message to Woody or an email to
jwoodruff7@hotmail.com
outlining your proposed changed and make sure the email or PM contains the following structure:
I. The Tourney
II. The change
III. Why you think the change is necessary
IV. The names of anyone else at the party that support your idea
V. Any examples or further evidence to support your proposed change
2. In this case, the change will be considered by the TA and will be put to an at large vote to the entire community in the tournament forum. Proposed changes MUST obtain a clear majority vote of 75% of those who voted as being IN FAVOR of the change. So for example, if only 16 people vote then 12 of the 16 must vote yes.
3. In the case that the proposed change affects something that would have a huge impact on gameplay, such as changing the class restriction rule in TF2 or allowing/disallowing a certain exploit to any game, then the process for change will be slightly different.
I. Make your suggestion using the same format as above.
II. Instead of the TA putting it to an at large vote by the entire community, the TA will put the vote up to the admin staff. In this case, ALL ADMINS will be required to vote and the change will occur by a simple majority of votes. For example, if 10 admins vote and 6 of them vote yes, the change will take place.
III. To ensure fairness, the TA will not vote initially and will only vote in case of a tie.
4. As a reminder, the TA reserves the right to not put change proposals up for a vote if he feels that the change is not merited or will not be well received.
5. The TA also reserves the right to make necessary changes to game mechanics such as round time, maps to play, tournament style, or basically anything without the consent of the majority. Rest assured however that if the TA feels that the change to be made is a serious one and that is not trivial (ie. CS teams round time) then the TA will put up the issue for either an at large or admin vote.
Remember, this party is YOUR party, first and foremost, and the TA will ALWAYS act in the best interest of the guests and will ALWAYS ensure that a majority of the guests agree with and have fun with all rule sets in place. The general policies in the first section ARE NOT subject to change from proposals as those are policies set forth DIRECTLY by the TA and admin staff.

Ignorance is no excuse for not adhering to the policies set forth in this post. Also, the Tournament Administrator and Head Administrator have final authority in any matter pertaining to the tournaments.
